| Is it a conflict of interest if a Tribal Head Start Director, has a personal relationship with a member of the Governing Board who serves on the board as a politically appointed Tribal official? The Bylaws of the governing Board mandates that two Tribal officials shall serve on the governing Board (Vice Chief and Secretary/ Treasure) Internal controls have been placed on this board member that he may not disuss or vote on Head start issues. Is this appropriate?What if the HS Director and the Board member decide to marry? Your guidance is greatly appreciated.
