The Army Historically Black Colleges and Universities and Minority Institutions (HBCU/MI) program was recognized as the Best HBCU/MI Program in DoD for fiscal year 2002. Mr. Frank Ramos, Former Director, DoD OSBP, presented the HBCU/MI award to Ms. Tracey L. Pinson on July 21, 2003 during the 2003 DoD Small Business Training Conference. The Army has consistently exceeded the 5% goal for HBCU/MI program funding under Ms Pinson's stewardship. The HBCU/MI Program enjoys widespread support among the senior Army leadership, contracting and small business program mangers, who continually identify research, development and training opportunities for all minority colleges and universities. In FY 2002, Army awarded $92M in contracts and grants to HBCU/MI institutions, which represents 6.2% of all funds allocated to Institutions of Higher Education
