Utah Utility Rate Assistance

  • Effective September 1, 2000, the Home Electric Lifeline Program (HELP) will provide an $8 per month discount to low-income customers of Utah Power & Light, the state's largest electric utility. HELP operates in coordination with the state LIHEAP; applicants can apply at the same time for both programs. It is funded by a surcharge on all electric customer bills, about $0.12 per month for the average residential customer. It generates $1.8 million annually for monthly discounts for about 23,000 low-income households.
