South Dakota Bulk Fuel Discount

South Dakota has had a summer fill program for bulk fuels since FY 1994. Suppliers agree to deliver the fuel in the summer and to delay billing until after October 1. These agreements have continued for fuel oil users. Initiated in June 1997 was a pre-payment program for priority households (elderly and handicapped) who were propane users. Leveraged resources vary widely under the program, depending on the price of fuel. When heating oil and propane prices spiked sharply during the winter of 1996-1997, the state tripled the amount of savings it usually gets from this resource. Nearly 6,000 households benefit from the program.
