HEAT is a partnership of individuals and private and public utilities,
working with community and state agencies. The majority of funding
for Oregon HEAT comes from customers of utilities. HEAT's
primary program objective is to prevent disconnection of utility
service during inclement weather by providing bill payment assistance
to low income households in emergency situations.
Oregon Heat also operates a "recovered oil program"
though which excess oil from households that have converted from
oil to another heat source goes to low-income households.
Donations from utilities, fuel oil vendors, and charitable organizations.
