Colorado Utility Energy Efficiency

  • The state PUC issued an order in 1991 directing utilities to design energy conservation programs specifically for low-income households. The Energy $aving Partners Program (E$P), a partnership between one major utility and the state of Colorado weatherization program, was created in 1993 as a result of this order.

    Funds spent annually by the utility pay for weatherization materials and labor. LIHEAP and Weatherization Assistance Program funds, administered by the Governor's Office of Energy Conservation, Residential Energy Conservation Assistance Program (RECAP), are used for overhead, support, administration, and outreach, as well as health and safety repairs.

    In FY 2005, RECAP/E$P served 2,907 households. Emphasis is placed on serving households that represent the greatest potential for energy savings—those with high fuel bills and poor housing conditions—as well as those with unsafe heating systems.
