Utility

All gas and electric utilities offer a reduced rate of 20% from December - April. Eligible customers must receive either SSI, WV WORKS, or Food Stamps AND be 60 years of age or older. Customers must be a recipient of one of these programs during November, December, January, February, and March to get the discount for that month. The discount is a Commission Order, dated March 10, 1984.

Emergency Charitable Assistance

Please note these charitable funds are last resort emergency funds with limited resources and limited times of operation.

The West Virginia Utility Assistance Program, operated by Dollar Energy Fund, assists eligible West Virginia utility customers with their gas, electric and water bills. Eligible customers receive a one-time grant applied directly to their utility bill. Grants are available to customers who may not be eligible for LIHEAP.  Apply at your local intake agency:

Dominion Hope
Heat Fund
Helps low-income customers pay their gas bills. The Salvation Army administers this fund which is made up of donations from employees and customers and then matched dollar for dollar by Dominion Hope.
