The United States Army Corps of Engineers has a proud history of service to the Army and the Nation dating back over 226 years to the designation of the first Chief Engineer on 16 June 1775. The Charleston District has an equally proud heritage that began as early as 1821 when fortification sites were examined in the Charleston area, followed by construction of Forts Moultrie and Johnson in 1826 and Fort Sumter in 1829. Officially, Colonel Quincy Gillmore was regarded as the first Charleston District Engineer in 1869.

Today, the Army Corps of Engineers is the Federal Government's largest water resources development and management agency, representing Federal interests in commercial navigation, flood damage reduction, ecosystem restoration, and a variety of other resource needs. As a major command of the U.S. Army in the Executive Branch of the Federal Government, the Corps has both a military and civil works mission. It is our civil works mission that provides local communities and sponsors with opportunities to meet water resource needs where there is both a national and local interest.

As one of 38 Civil Works Districts in the Corps, the Charleston District is responsible for conducting and completing assigned civil works studies, projects, and programs. We are responsible for regulatory requirements within the State of South Carolina under Section 10 of the Rivers and Harbors Act of 1899 and Section 404 of the Clean Water Act. We play an important Federal role in assisting other Federal, State, and local partners in responding to national and/or natural disasters. Finally, we are a key resource as "One door to the Corps. . . ."

The Charleston District can provide you access to the enormous range of engineering and technical capabilities of the entire Corps including our multidisciplinary engineering staff, environmental professionals, economists, chemists, geologists, and information management personnel, the seven Corps of Engineers laboratories, and any of our Corps Centers of Expertise across the Nation and around the world.
