SUBJECT: Notice of Proposed FY 2002 Targeted Assistance Allocations

Enclosed is a copy of the notice of proposed FY 2002 targeted assistance allocations to States that was published in the Federal Register on May 28, 2002 (67 FR 36905).

The Office of Refugee Resettlement (ORR) has determined qualification of counties for targeted assistance in FY 2002, consistent with the three-year project cycle established in the Federal Register on March 10, 1999 (64 FR 11927). The FY 1999-2001 three-year project cycle ends September 30, 2002.

In the qualification process, ORR has reviewed data on all counties that could potentially qualify for targeted assistance funds on the basis of the most recent five-year refugee/entrant arrival data that are available in the ORR refugee data system. Analysis of these data indicates that: (1) 44 counties that previously received targeted assistance would continue to qualify; (2) five counties that previously received targeted assistance would no longer qualify; and (3) nine new counties
would qualify for targeted assistance.

Comment Period

The 30-day comment period for this notice ends on Thursday, June 27, 2002. To be considered, comments must be received by the Office of Refugee Resettlement (ORR) by close of business on June 27, 2002. Due to delays in mail delivery to Federal offices, a copy of comments should also be faxed to Gayle Smith at (202) 401-0981.

Time limits for Obligating and Expending Targeted Assistance Funds

Pursuant to 45 CFR 400.210(b)(1), "A State must obligate its ...targeted assistance grants no later than one year after the end of the FFY in which the Department awards the grant." Under 45 CFR 400.210(b) (2), "a State must expend its ...targeted assistance grants no later than two years after the end of the FFY in which the Department awards the grant. A State's final financial report on expenditures of … targeted assistance grants must be received no later than 90 days after the end of the two-year expenditure period."

Application Date to be Established in Final Notice

Applications should not be sent to ORR in response to this notice of proposed allocations. The deadline for applications will be established by the final notice.
