Water Safety Tips 

For your safety, the U.S. Army Corps of Engineers encourages everyone to observe the rules and regulations at Corps navigation and flood control projects. Upon arrival at any recreation area, visitors should check the bulletin boards to obtain safety tips specific to the area.  Additional water safety information and resources can be found at http://watersafety.usace.army.mil or at your local U.S. Army Corps of Engineers facility.


Boating Safety Tips

  • Check and heed weather forecasts before boating.
  • Keep clear of swimmers and designated swimming areas.
  • Alcohol is involved in over 50% of all boating fatalities - DON'T DRINK WHILE BOATING
  • Take a safe boating course.
  • The best protection against drowning is to wear your personal flotation device (PFD).

Personal Flotation Devices
U.S. Coast Guard Approved Personal Flotation Devices must be carried on board all boats operating on project waters. They must be worn by all people on board all boats in accordance with all federal and state regulations.

  • All people onboard:
    All boats less than 16 feet in length
    All canoes
  • All children on all boats:
    Under thirteen (13) in Pennsylvania
    and Maryland -- Under twelve (12) in
    New York -- Under twelve (12) in Ohio
    and West Virginia
  • All non-swimmers
  • Life Jacket Loaner Program for children is available at Tionesta Lake and Tygart Dam.  Loaner Life Jackets are available to any child should they forget to bring one.  For details on the Life Jacket Loaner program, please call Tionesta Lake at 814-755-3512 and at Tygart Dam call 304-265-3974.

Swimming Safety Tips

  • Never swim alone.
  • Never dive—underwater hazards may exist.
  • Learn water rescue techniques.
  • Avoid swimming in cold water for long periods.

Freddie Fish

Freddie Fish is the water safety mascot for the U.S. Army Corps of Engineers, Pittsburgh District. Freddie delivers his water safety message through slide programs and personal appearances, along with buttons, stickers, posters and coloring books. His services are free to the public.


Rules and Regulations

Corps of Engineers lake projects operate under Title 36 CFR Section 327 Rules and Regulations. The projects are administered by federal officials to ensure safety and protect the rights of all citizens enjoying recreational activities. Complete rules and regulations are posted at all projects. Under federal law, violators may be subjected to citation and /or required to appear before a federal magistrate. Persons may also be cited by state and local police for violations of state and local laws.

Pittsburgh District’s 26,000 square miles include portions of western Pennsylvania, northern West Virginia, eastern Ohio, western Maryland and southwestern New York.  Our jurisdiction includes more than 328 miles of navigable waterways, 23 navigation locks and dams, 16 multi-purpose flood control reservoirs, 42 local flood protection projects and other projects to protect and enhance the Nation’s water resources, infrastructure and environment.
