Charleston District's Emergency Management Division
The Charleston District's Emergency Management Division (EMD) received the Mission Assignment by Headquarters, United States Army Corps of Engineers (HQUSACE) to support the Federal Emergency Management Agency (FEMA) mission for Regional Ice. States that were affected by this mission included: Alabama, Florida, Louisiana, and Mississippi. Charleston EMD later received the National Mission Assignment to backfilling National Ice Warehouses.
The Emergency Operations Center (EOC) was activated on 28 August 2005 to support both mission assignments and brought in additional help from the Galveston District and later from the Seattle District to assist with ongoing mission taskings. The Charleston District was designated the National Ice Procurement and Contracting Center (NIPCC) for the rest of the busy 2005 Hurricane Season.
During the end of the 2005 Hurricane Season, Charleston District employees began processing vendor delivery invoices with assistance provided by Mobile, Jacksonville, and Saint Paul Districts. EMD staff is currently gearing up for another busy Hurricane Season.
