Provides budgetary and manpower advice to the Commander and staff. Primary responsibilities are as follows:
- District Operating Budget
- Budget estimates of income and expenses
- Plant Replacement and Improvement Program (PRIP)
- Fiscal review and processing of all requests for civil and military funds and/or revocations
- Exercises control over all administrative restrictions or statutory limitations placed on use of fund authorizations by annual funding programs - regulations - or other means
- Preparation and administration of overhead rates and applicable Revolving Fund account balances
- Manpower Management Program
