Procedures Manual

The Child Welfare Review Projects disseminate the Child and Family Services Reviews Procedures Manual on behalf of the Children's Bureau. The Procedures Manual provides information regarding the framework and goals of the Child and Family Services Review process, and instructions for conducting the two-stage review process and for determining whether States have achieved substantial conformity in all areas assessed. The manual enables Federal, State agency, and consultant reviewers to conduct the reviews and to help States identify strengths and areas needing improvement within their child welfare agencies and programs.
