The Department of Health and Human Services (HHS) has released $680 million to states for LIHEAP under a Continuing Resolution (CR) to keep programs operating until work on the federal fiscal year 2003 budget bills are completed.

Under the CR, passed by Congress September 27, 2002, states will receive up to 40 percent of their annual allocation based on the FY 1992 funding level of $1.7 billion.
