Finance Data

NCES Longitudinal School District Fiscal-Nonfiscal (FNF) File, Fiscal Years 1990 to 2002

These files contain fiscal and nonfiscal district data for each year from 1989-90 to 2001-02, for the universe of regular public elementary and secondary school districts.

  • Longitudinal Fiscal-Nonfiscal (FNF) file (v. 1a)
SAS File (182.5 MB)Zip File ZIP (73.4 MB)
TXT File (113.1 MB)Zip File ZIP (32.1 MB)

  • Longitudinal Unified Fiscal-Nonfiscal (UFNF) file (v. 1a)
SAS File (138.5 MB)Zip File ZIP (54.8 MB)
TXT File (139.3 MB)Zip File ZIP (50.5 MB)

The database is available in two forms. The primary longitudinal Fiscal-Nonfiscal (FNF) file in the database contains a separate record for each regular school district that was open some years in the 1990s. The other longitudinal file, the Unified Fiscal-Nonfiscal file (UFNF), combines data from separate elementary districts with the secondary districts they feed, so that each record contains data for a Unified K–12 "pseudo-district." ("Elementary" districts typically covered the grades K–8, while "secondary" districts typically covered the grades 9–12.) The database is designed for research use in testing hypotheses about longitudinal trends in school districts over this period. To facilitate analysis, all missing data have been replaced by statistical imputations.

NCES Finance Surveys

NCES has two basic fiscal surveys, one at the state level, the "National Public Education Financial Survey (NPEFS)." The school-district level fiscal survey is collected in partnership with the U.S. Bureau of Census, the "Survey of Local Government Finances, School Systems (F-33)." These surveys are available as PDF files, and can be viewed and printed for your convenience. Included in this survey section is the NCES accounting handbook, "Financial Accounting for Local and State School Systems." The handbook contains great detail about each potential fiscal item that appears in the NCES surveys.
