Vendors may no longer Register to receive Solicitations, or Register as a Planholder on Corps of Engineers local websites. Certain Service or Supply type solicitations may be available only by email or fax to the Contracting Office; vendors are advised to read the Synopsis carefully for instructions. FedBizOpps (www.fbo.gov) now provides a planholder function, indicated by the Register as an Interested Vendor button when viewing a solicitation synopsis. There is also a link to View List of Interested Vendors. Prospective prime contractors, subcontractors, and suppliers are encouraged to utilize this function in FedBizOpps. FedBizOpps is the only source for Solicitations.

NOTICE TO PROSPECTIVE CONTRACTORS:

This is notification to you of a new Department of Defense requirement regarding Contractor Performance Evaluations. In the future, your performance evaluations will be emailed to you. To participate in this new program you will need to have Public Key Infrastructure (PKI) certification on your computer. This will allow you the ability to access your performance evaluations (interim or final) for review and comment within a 30 day period. If you do not respond within 30 days of the review being started it will be assumed that you have no response and are in agreement with the review. The cost of this certificate is between $100 and $125. To get PKI certification log on to http://www.cpars.navy.mil/. Once you log on through the web portal you will select the appropriate program for your Past Performance Review response. ACASS for AE contracts, CPARS for Services, and CCASS for Construction contracts. The cost of the PKI certification is your own responsibility and choice.

Effectively immediately all new solicitations and contracts issued will have local clauses inserted that provide further guidance.

A majority of the construction and architect-engineer services utilized by the Corps of Engineers is acquired by contract with private firms. Here we provide information on: Standard Form 330, Architect-Engineer Qualifications is used by A-E firms to submit their qualifications to Federal agencies. Standard Form SF 330_Extr, SF 330_SE, and SF 330_SF are extra pages and/or sections for Part 2, Section E, and Section F of the SF 330 Form. Copies of all these forms can be downloaded or completed online from the General Services Administration's (GSA) Standard Form (SF) page.
