Kelly A. Wolslayer
Director, Treasury Emergency Programs

Kelly Wolslayer serves as the Director, Treasury Emergency Programs.  In this capacity she is responsible for implementing policy and operational functions associated with national security emergency preparedness goals and objectives identified in Homeland Security/National Security Presidential Directives, Federal Preparedness Circulars, Presidential Decision Directives, and Executive Orders.  Key elements of the Treasury Emergency Management Programs include: development of Emergency Management Policies and Guidance for Treasury headquarters and the Bureaus, directing headquarter Continuity of Operations and Continuity of Government  Planning and Operations, developing and maintaining a Treasury Emergency Management Center, and development of a Treasury Emergency Management Test, Training & Exercise Program. Ms. Wolslayer also represents the Treasury Department on Homeland Security Council Policy Coordination Committees.  Previously, Ms. Wolslayer served as Deputy Director of the Office of Treasury Emergency Programs. 

Prior to working in the Office of Treasury Emergency Programs, Ms. Wolslayer served as the Deputy Director, Access Controls in the Security Evaluation and Oversight Office at the Internal Revenue Service.  In this role, she was responsible for managing and directing four technical teams that specialized in Unisys and IBM mainframe systems, UNIX based systems, Windows NT systems, and system life cycle policies, procedures, and practices.  The teams were responsible for planning, implementing, and monitoring work plans for the access control area, which included performing system security reviews.  Additionally, Ms. Wolslayer was responsible for agency-wide reporting on information systems and physical security vulnerabilities. 

Ms. Wolslayer also served as an Information Systems Analyst in the Office of Information Management and Technology in the US General Accounting Office.  In this capacity, she was responsible for analyzing and evaluating Federal Department and agency programs associated with the design, development, installation, operation, and maintenance of major information systems supporting agency programs and management activities. 

Ms. Wolslayer received a BS in Math/Systems Analysis from Pennsylvania State University and a Certificate in Management Information Systems from George Washington University.  Ms. Wolslayer resides in Maryland.
