Operation Blue Roof covers 134,000 homes

ORLANDO, Fla. (Army News Service, Nov. 18, 2004) --
The Army Corps of Engineers is wrapping up “Operation
Blue Roof” and its recovery operations in Florida after
an unprecedented four hurricanes hit the state beginning
in August.
The Corps was asked by the Federal Emergency Management
Agency and Florida’s State Emergency Response Team to
provide temporary roof covering for homes damaged by
hurricanes Charley, Frances, Ivan, and Jeanne. More
than 134,000 homes have received temporary roof coverings.
The program
offered homeowners free temporary blue plastic roof
coverings installed on their homes damaged by one or
more of the hurricanes. Chris Klein, roofing action
officer from Jacksonville District, said, “The plan
is to minimize further damage to their homes until they
were able to get permanent repairs.”
On Nov. 12, three months after Charley made landfall,
the Corps accepted it’s last Right of Entry form from
residents requesting a Blue Roof. Over the next few
weeks the Corps will finish the remaining requests,
officials said, and all new requests will go to Americorps
or other volunteer organizations.
Initial estimates for needed roofs were, Charley 32,000,
Frances/Jeanne, 55,000 and Ivan, 48,500 or 135,500 total.
Klein said the Corps has installed more than 134,000
roofs or 99 per cent of the mission assigned.
“It has been a very fast-paced operation providing assistance
to Florida residents in need,” Klein said.
During peak operations, the Corps was providing Blue
Roofs at a rate of more than 3,000 residences per day
with more than 8,000 contract workers involved with
program.
The average residence required about 1.5 rolls of blue
tarp to cover damaged areas. Each roll covers 2,000
sq. ft. The total equates out to about 405 million square
feet of roofing, or enough to cover an area of more
than 14.5 square miles.
The Corps has provided support to FEMA during many natural
disasters, officials said.
