David Kavanaugh
Deputy Assistant Secretary for Trade and Investment
David Kavanaugh is the Deputy Assistant Secretary for Trade and Investment. He is responsible for Treasury’s participation in U.S. trade negotiations and for matters relating to international investment and trade finance.
Before coming to Treasury, Mr. Kavanaugh was General Counsel for the House Committee on Ways and Means from 2005until 2007 and Professional Staff for the Subcommittee on Trade from 2001 until 2007. In that capacity, he worked on passage of the following legislation: the Trade Act of 2002, Homeland Security Act of 2002, Singapore Free Trade Agreement Implementation Act, Chile Free Trade Agreement Implementation Act, Dominican Republic-Central America Free Trade Agreement Implementation Act, AGOA Acceleration Act, Generalized System of Preference Extension Act, U.S. Trade Rights Enforcement Act of 2005, and the Miscellaneous Trade and Technical Corrections Bills of 2004 & 2006. His wide-ranging regional responsibilities included trade issues related to the World Trade Organization, Europe, China, Japan, Korea, Africa, and Central America. His topical responsibilities included trade issues related to agriculture, textiles, intellectual property, and customs.
Prior to that position, he was Counsel for the House Committee on House Oversight in 2000, Counsel for the Office of Representative Bill Thomas of California from 1997 until 2000, and an associate attorney with Exxon USA headquartered in Houston, Texas from 1990 until1996.
Mr. Kavanaugh received his J.D. degree from the University of Texas School of Law and his Bachelors of Business Administration at the University of Texas at Austin. He is married and lives in Virginia.
