New Regulations Strengthen Welfare Reform

HHS Assistant Secretary for Children and Families Wade F. Horn, Ph.D., with Commissioner of the Georgia Department of Human Resources B.J. Walker, at the Center for Employment Training in Washington, D.C. Dr. Horn was at the center June 28 for the announcement of the interim final regulations for the Temporary Assistance for Needy Families (TANF) program. The regulations ensure consistent measurement of work participation rates in state welfare programs.
