Announcing Military Construction Centers of Standardization Industry Days Print
Written by Huntsville District
Tuesday, 25 July 2006

Billions of dollars in construction contracts will be up for award under the Army Corps of Engineers Military Construction Centers of Standardization (MILCON) program.  The Corps of Engineers will be hosting Industry Days in Alexandria, Va.; Fort Worth, Texas; Omaha, Neb.; and Atlanta, Ga.  Ginger Gruber, a contracting officer with the Corps in Huntsville, hopes to have maximum industry participation.

“We hope to provide good opportunities for businesses of all sizes,” Gruber said.  “We’re looking for traditional construction firms, architect-engineers and non-traditional construction firms.  We hope to reach out to those companies that haven’t done government work before.”

The Army is undertaking a significant shift in emphasis and prioritization with respect to resources and priorities.  This shift is driven by a reassessment of the strategic and operational environments and the Army’s responsibilities to provide relevant and ready land power capabilities to commanders as part of the Joint Force now and in the future.

To realize the objectives of the emphasis shift, the Army is pursuing the most comprehensive transformation of its forces since the early years of World War II.  The transformation is intended to move the legacy force into a new modular, more expeditionary and more lethal entity capable of quickly responding to our nation’s future threats.  A key component to this initiative is the standing up of Centers of Standardization and standard designs for 41 facility types.

The Corps of Engineers, in achieving the Army’s objectives, is searching for market research information.  The Corps will conduct four regional Industry Day forums and will implement an Internet-based market research questionnaire to gather and provide information regarding the Centers of Standardization (CoS) MILCON needs.  This information will be gathered according to the Army’s Installation Management Agency’s (IMA) four regions which are: Northeast Region (NER), Northwest Region (NWR), Southeast Region (SER), and Southwest Region (SWR).  (See the market research Web site for a map of the states covered by each of the IMA’s regions.)

The market research questionnaire will be available at the following Web site: https://ebs.swf.usace.army.mil/ebs/Market_Research/MarketResearchSurveyForm.cfm?ProjectID=1

This questionnaire will be open for input Aug. 4, through Sept. 4.

The Corps of Engineers will execute projects of all kinds and sizes.  It is important for industry to respond to this market survey and demonstrate its experience relative to each of the facility types.  The results of the survey will help the government determine industry’s experience and capability to execute the requirements.  (As this is a nation-wide survey, you will only need to complete this survey one time for your interest and capability to be included in our research.)  The acquisition strategies will potentially include both set-aside projects and unrestricted projects.

The following Industry Day Forums will be conducted:
1.  Northeast Region - July 31 at the Embassy Suites, 1900 Diagonal Road, Alexandria, Va.  22314.  POC: Debora Gray at 757-201-7551 or This e-mail address is being protected from spam bots, you need JavaScript enabled to view it .

All Forums will start promptly at 9 a.m. and end at 5 p.m.  Assembly will take place starting at 8 a.m.  You are highly recommended to register yourself and any other participants from your firm.  There is no fee.  You can register by e-mailing the applicable POC at the e-mail address listed above.
