Directory of Accredited LaboratoriesVoting System TestingThe accreditation program for Voting System Testing Laboratories (VSTL) was developed to satisfy the NIST requirements of the Help America Vote Act of 2002 (HAVA). Accreditation is available for voting system testing core test methods contained within the Federal Election Commission's (FEC) 2002 Voting System Standard (VSS-2002) and the Election Assistance Commission's (EAC) 2005 Voluntary Voting System Guidelines (VVSG-2005). Laboratories seeking accreditation as a VSTL are required to be accredited to all core test methods involving: 1) technical data package review; 2) physical configuration audit (including examination of hardware components for safety, usability/accessibility, maintainability/operability of the equipment, and operational validation against user documentation); 3) source code review; 4) witnessed build and system installation testing; 5) functional configuration audit (including the operational testing of hardware and software components and validation against user documentation); 6) system integration testing (including validation of accuracy, reliability, other high volume tests, and validation of processes and tools provided to support the election operation); and 7) telecommunication and security testing. NVLAP-accredited VSTLs are eligible for recommendation to the EAC for inclusion in their Voting System Certification and Laboratory Accreditation Program as mandated in HAVA.
