South Dakota Before and After School Licensing
- Prior to 2000, Before and After School (B&A) programs were licensed using child care center regulations which were not pertinent to school age programming.
- In 1997 Child Care Services (CCS) started to slowly set the groundwork for increasing the number of new programs and developing relationships with them.
- CCS employed a Program Specialist to provide technical assistance;
- February 1997 – letter asking school districts to create partnerships for school age program development. CCS offered TA to those interested;
- August 1997 – Governor challenged schools to get involved;
- December 1997 – Governor emphasizes school age care in the State of the State message;
- March 1998 – Governors Conference on School Age Care held. Governor announced funding availability;
- October 1998 – CCS hosts training conference for program staff.
- January 1999 – Governor announces 2nd funding cycle.
- April 1999 - CCS convened a workgroup to provide advice on new B&A regulations.
- August 1999 – 5 B&A Specialist positions incorporated into the ECE programs;
- April 2000 – Statewide Association -SoDakSACA - was created, affiliated with NSACA;
- August 2000 – workgroup reviewed final draft of regulations; and
- December 2000 – SoDakSACA state conference. Aggressive recruitment campaign via direct mailings, telephone, and personal meetings.
- Opposition to development of licensing regulations.
- December 31, 2000 - Administrative Rules (Chapter 67:42:14) were implemented.
- CCS supports currently offered to B&A program staff
