New State Developments

IOWA
Iowa General Assembly Appropriates $3.5 Million: Of this new funding, $1 million will be available for grants for afterschool programs and $2.5 million is appropriated for supplemental educational strategies for schools.  The legislation mentions before and afterschool programs as examples of such a strategy.  The $1 million is drawn from different sources but will be pooled into a single funding stream to be administered by the Iowa Department of Education.  An additional $500,000, available in previous years through the Iowa Department of Public Health for competitive grants for youth substance abuse prevention and youth development programs, was also appropriated again this year.

KANSAS
Kansas Grant to Focus on Middle School: The Kansas Middle School Afterschool Activity Advancement Grant (KMSA3) includes $400,000 in new state funding.  The grant focuses on serving youth in grades 6-8 to support a range of activities including physical activity, career and higher learning opportunities and academic enrichment.  The new funds will be available for the school year starting in fall 2007.

MINNESOTA
Governor signs E-12 Budget Bill: The Minnesota Governor signed the E-12 Budget Bill into law, allocating $5.375 million for afterschool community learning opportunities grants over two years.  The amount is also being matched by the McKnight Foundation through its Challenge Grant for Afterschool.

MONTANA
Montana Legislature Dedicates State Funding for Afterschool: Montana policy makers passed legislation dedicating State funds to sustain existing prevention and afterschool programs for at-risk youth.  Effective in July 2007, House Bill 677 calls for a $250,000 appropriation to the Board of Crime Control to be used to leverage federal or private funds with up to 3% of the amount towards the administration of afterschool programs.

NEW MEXICO
New Funding for New Mexico Afterschool:The state is investing $2 million in a new afterschool enrichment program, along with approximately $2 million in additional funding for afterschool, weekend and summer programs targeted to certain local communities or for specific purposes, such as obesity prevention, juvenile delinquency, and literacy.

WASHINGTON
SB 5841 Establishes Policies for Afterschool Programs In Washington: Signed into law in April 2007, SB 5841 designates funding through the 21st Century Community Learning Center grant program to communities across the state.  Specific investment areas include professional development for program staff, funding to support the statewide infrastructure and the need to raise public awareness of the impact of afterschool programs.  The 2007-2009 State Budget includes $3 million for initial investments in implementing SB 5841.
