Presenter Biographies

Sue Bacon is the Administrator for the Early Childhood Division in the Wyoming Department of Family Services.  The Division is responsible for the Child Care Development Fund, licensing child care facilities and residential facilities for youth, and facilitating the Early Childhood Development Council and the Child Care Certification Board.

Christine Calpin is Associate Director of the Child Care Bureau, Office of Family Assistance.  In this capacity, Ms. Calpin oversees a professional staff of approximately 55 federal staff and 80 contractors who work with state, territorial and Tribal grantees to administer the Child Care and Development Fund, a $5 billion, federal block grant program that assists low-income families in accessing quality child care for children when the parents work or participate in education or training.  Prior to this appointment, she served for four years on Capitol Hill as Professional Staff Member on the U.S. House Committee on Ways and Means where she focused on welfare, child care and child protection issues.  Ms. Calpin came to the federal government as a Presidential Management Fellow and worked as an analyst in social legislation with the Congressional Research Service where she specialized in welfare and child protection issues.  Ms. Calpin holds a MS in Public Policy Analysis from the University of Rochester in New York and a BA in economics from Chatham College in Pittsburgh, PA.

Carroll Forsch is a Program Specialist II with the South Dakota Division of Child Care Services (CCS).  She received her Bachelor of Science degree in Early Childhood Education and worked as a child care center lead teacher and director. She came to CCS as a licensing worker and now oversees the statewide licensing program, which includes the licensing of before and after-school programs.

James Sinnamon has served as Director of the Division of Child Day Care Licensing at the Michigan Department of Human Services for five years. Prior to that, he was a licensing supervisor and a licensing consultant. He has been working with the State of Michigan for almost 30 years.  Much of the past three or four years have been spent promulgated new administrative rules for child care homes and child care centers. He holds a Bachelor of Science degree in Psychology from the University of Michigan at Ann Arbor and a Master of Arts degree in Education from Wayne State University in Detroit.

Amanda Szekely is a Senior Program Associate at The Finance Project.  In this capacity, Ms. Szekely conducts research, policy tool development, and technical assistance activities that focus on financing and sustaining initiatives serving children and youth.  Prior to joining The Finance Project, Ms. Szekely served as Assistant Director of the Writers’ Express, an afterschool program in Boston and as a Research Assistant at the Fannie Mae Foundation.  She holds a Masters degree in Public Policy from Georgetown University, with a focus in education, social and family policy.
