PRTR (Pollutant Release and Transfer Registry): an exercise in community use

A model for community access to Pollutant Release and Transfer Registry (PRTR) information will be tested in the border communities of Agua Prieta and Nogales, Sonora. Enlace Ecológico will develop a pilot reporting format and list of substances adapted to the situation in their area. They will then work with the approximately 100 local maquiladoras to encourage and assist them in reporting their pollutant releases and transfers. Industry representatives will be asked to provide on-going feedback regarding the format and mechanism in order to increase ease and accuracy of reporting. Enlace Ecológico will also work with local residents to help them to access and use the information; again engaging in constant dialogue to ensure that the information is adapted to their needs. The model will be improved based on the pilot experience and shared with other communities. It will also provide a practical example of how a PRTR can be implemented at a local level in Mexico, which is currently instituting a national PRTR.
