Texas' Child Care and Development Fund Quality Infant/Toddler Earmark:

In Texas Workforce Commission contracts with each of the state’s 28 Local Workforce Development Boards (Boards) to administer child care services. The Boards competitively procure child care contractors to deliver these services. In addition to providing child care services, contractors may also be responsible for the implementation of activities to improve the accessibility, availability and quality of infant and toddler care.

FY 2006: The Federal CCDF Quality Infant and Toddler Earmark is $10,336,346.

The funds are used in the following ways to enhance the Texas infant and toddler child care system (additional funds may be used to support these activities):

Board activities may include the following:

  • Required training on shaken baby syndrome, preventing sudden infant death syndrome, and early childhood brain development (in collaboration with the Department of Family and Protective Services)
  • Training to providers and large groups, inlcuding West Ed/PITC, Ages and Stages Development, CIRCLE language and literacy, or High/Scope for infants and toddlers.
  • Scholarships to providers seeking training on infant and toddler child care.

FY 2004: The Federal CCDF Quality Infant and Toddler Earmark was $10,126,201.

The funds were used in the following ways to enhance the Texas infant and toddler child care system (additional funds may have been used to support these activities):

Board activities may include the following:

  • Capacity building; providing equipment, supplies, and technical assistance.
  • Training on infant and toddler needs, development, and quality care practices.
  • Recruiting new providers, especially those able to provide flexible care for parents with variable work schedules.
  • Attracting and retaining a broad base of infant and toddler providers through rate increases and other incentives.
  • Providing incentives for enhanced quality.
