Summary of Michigan's Work as Part of the Initiative (2003-2004):
Michigan completed a revision of its licensing regulations for center-based and family child care with an emphasis on creating in-service training requirements for all who work in child care. The new rules also emphasize improving care for infants and toddlers with specific rules related to infant care and infant care provider training. Several groups proposed implementing a tiered reimbursement system. The goal of these efforts is to improve both the quality of care and the rates paid to high quality providers. Michigan also conducted the first meeting to focus on improving caregiver practice to support the social and emotional development of children.
