Summary of Connecticut's Work as Part of the Initiative (2003-2004):
Connecticut worked on early learning guidelines for 0-3 that aligned with guidelines established for preschool children. This work involved conducting community forums to collect feedback from a variety of individuals to inform their final draft. They planned to disseminate the final draft guidelines and begin work on training curricula to share with those who wished to implement the guidelines. Further modifications to the final draft were expected as a result of these "implementation pilots".

Connecticut's Child Care and Development Fund (CCDF) Quality Infant/Toddler Earmark:

FY 2006: The Federal CCDF Quality Infant and Toddler Earmark is $700,966.

FY 2004: The Federal CCDF Quality Infant and Toddler Earmark was $726,666.

The funds are used in the following way to enhance the Connecticut infant and toddler child care system (additional funds may be used to support these activities)*:

  • To contract with state supported child care centers to provide comprehensive services to eligible families with infants and toddlers. The state supported centers work with the Lead Agency to meet the community child care needs for all children, including infants and toddlers.

*Connecticut reported this use of the earmark funds in both the FY 2004 and the FY 2006 plan.
