  Answer
  The United States Congress enacted the Runaway and Homeless Youth Act (Title III of the Juvenile Justice and Delinquency Prevention Act of 1974) following hearings that identified a need for a system of care for young people who had left home. Testimony at those hearings demonstrated that many young runaways left home to escape abuse.

Today, the Runaway and Homeless Youth Program, authorized by the Missing, Exploited, and Runaway Children Protection Act: http://www.acf.dhhs.gov/programs/fysb/Missing.pdf.
