CEC Secretariat releases workplan for factual record on Lake Chapala II submission

 
Montreal, 18/07/2008 – On 9 July, the Secretariat of the Commission for Environmental Cooperation (CEC) published its overall work plan to collect relevant information with respect to the factual record on submission SEM-03-003 (Lake Chapala II), submitted to the Secretariat on 23 May 2003, by Instituto de Derecho Ambiental, Fundación Lerma-Chapala-Santiago-Pacífico, Sociedad Amigos del Lago de Chapala, Comité Pro-Defensa de Arcediano, Amigos de la Barranca, Ciudadanos por el Medio Ambiente, Amcresp and Red Ciudadana, as well as residents of the community of Juanacatlán, Jalisco (the “Submitters”).

The Submitters assert that Mexico is allegedly failing to effectively enforce its environmental laws with respect to the systematic and ongoing monitoring of water quality of the Santiago River, the alleged delegation of decision-making authority over water management to Basin Councils, the lack of environmental consideration, and effective public participation in the said councils’ determinations.

On 30 May 2008, the CEC Council decided unanimously to instruct the Secretariat to develop a factual record on the submission, requesting that the record be limited to the area comprising the Arcediano Reservoir in the Lerma-Chapala basin in the state of Jalisco.
