Multi-hazard Vulnerability Assessment Decision Support

The purpose of this project is to develop a GIS-based analytical model that supports public officials in their efforts to make prudent decisions regarding potential mitigation, preparedness, response, and recovery issues to reduce natural-hazard risks in their jurisdictions. The model examines vulnerability within a broader context of community resiliency and is designed to enhance a decisionmaker's ability to allocate scarce hazard-mitigation resources under conditions of uncertainty. This vulnerability model is being developed in collaboration with the Oregon Partners for Disaster Resistance Program, a statewide initiative to provide a comprehensive framework for government and the private sector to prepare for and minimize the risk and impact of natural hazards. Because this research promotes the use of GIS for hazard planning and establishes linkages between natural and social sciences information, the vulnerability model will be a valuable component of a The National Map toolkit.
