CEC Secretariat seeks information to develop a factual record for ALCA-Iztapalapa II submission

 
Montreal, 17/11/2005 – The Secretariat of the Commission for Environmental Cooperation (CEC) of North America has issued a Request for Information in connection with the development of a factual record on the SEM-03-004 (ALCA-Iztapalapa II) submission.

The factual record seeks to provide detailed information on the assertions of the Submitter, Ángel Lara García, that Mexico is failing to effectively enforce Article 414, paragraph 1, and Article 415, Section I of the Federal Penal Code (Código Penal Federal—CPF) and Article 150 of the General Law of Ecological Balance and Environmental Protection (Ley General del Equilibrio Ecológico y la Protección al Ambiental—LGEEPA) with respect to the management of hazardous materials and waste and atmospheric release of pollutants at a footwear materials factory owned by the company ALCA, S.A. de C.V. The Submitter is a neighbor of the ALCA factory, in the Iztapalapa Delegation [section] of Mexico City.
