CEC requests response from Canada to Quebec Automobiles submission

 
Montreal, 6/12/2004 – On 3 December 2004, pursuant to Article 14(2) of the North American Agreement on Environmental Cooperation (NAAEC), the Secretariat of the Commission for Environmental Cooperation (CEC) of North America issued a determination requesting a response from Canada to submission SEM-04-007/Quebec Automobiles, filed with the Secretariat on 3 November 2004, by the Association québécoise de lutte contre la pollution atmosphérique. The Submitter alleges that Canada, and more specifically the province of Quebec, is failing to effectively enforce articles 96.1 and 96.2 of Quebec's Regulation Respecting the Quality of the Atmosphere and articles 19.1, 20 and 51 of the Quebec Environment Quality Act in connection with emissions of hydrocarbons, carbon monoxide and nitrogen oxides from post-1985 light vehicle models.

In accordance with Article 14(3) of the NAAEC, Canada has up to 60 days to provide its response. Thereafter, the Secretariat will review the submission in light of Canada's response to determine whether it warrants development of a factual record.
