The Council, the governing body of the CEC, is composed of David Anderson, Minister of Environment for Canada; Victor Lichtinger, Secretary of Environment and Natural Resources for Mexico; and Christine Todd Whitman, Administrator of the US Environmental Protection Agency.
The CEC was established by the North American Agreement on Environmental Cooperation to build cooperation among the partners of the North American Free Trade Agreement—Canada, Mexico and the United States—in addressing environmental issues of common concern, with a particular focus on the environmental opportunities and challenges presented by continent-wide free trade.
