JPAC Bulletin: Citizen submissions, CEC program, trade and environment symposium all on agenda for October JPAC Session

 
Montreal, 6/09/2000 – The next regular session of the Joint Public Advisory Committee (JPAC) of the Commission for Environmental Cooperation (CEC) will take place on 13-14 October 2000 at the Melrose Hotel in Washington, DC. This session will immediately follow the CEC's Symposium on Understanding the Linkages between Trade and the Environment, to be held on 11-12 October, also in Washington, DC.

During the morning session on 13 October, participants will have an opportunity to discuss the CEC's proposed program plan and budget for 2001-2003 as well as hear a report on the Symposium.

In the afternoon, discussion will focus on a proposed process to review issues concerning the CEC's Citizen Submissions process. JPAC has already issued a call for comments on the process, which it will finalize using public input from the session as well as written comments received by 22 September. For more information about the 31 July call for comments-including links to comments received-or to obtain a copy of the "Draft JPAC Public Review of Issues Concerning the Implementation and Further Elaboration of Articles 14 and 15," please see below.

On 14 October, the public is invited as observers. JPAC members will present their views on the potential advice to provide to Council based on the comments made by the public-such as on the CEC's proposed program plan and budget for 2001-2003 or recommendations for follow-up to the CEC's Symposium on Understanding the Linkages between Trade and the Environment.

A number of administrative matters will also be addressed. At the end of the session, observers will have an opportunity to make comments.

The CEC was established by Canada, Mexico and the United States to build cooperation among the North American Free Trade Agreement (NAFTA) partners in implementing the NAAEC, the environmental side accord to NAFTA. The CEC addresses environmental issues of continental concern, with particular attention to the environmental challenges and opportunities presented by continent-wide free trade.

JPAC is a 15-member, independent, volunteer body that provides advice and public input to Council on any matter within the scope of NAAEC.
