Business Opportunities is a valuable listing of government procurement
invitations, contract awards, subcontracting leads, sales of surplus
property and foreign business opportunities. An online version can be
obtained at: https://www.fedbizopps.gov/

Central
Contractor Registration (CCR)
Contractors
must be registered in the Central Contractor Registration (CCR) Database
prior to any award. Lack of registration in the CCR database will make
an offeror ineligible for award. The only exceptions will be for purchases
made with government-wide commercial purchase card (VISA), contracting
offices located outside the U.S., classified contracts, and contracts
executed to support contingency or emergency operations. The CCR Web
site may be accessed at http://www.ccr.gov

Commerce Information Center at (800) 334-3414 or email dodedi@acq.osd.mil.

FedTeDS
and FedBizOpps combined effective April 1, 2008
FedTeDS Vendor Accounts were moved over, but have to be 'activated'
with a password reset.
1.
Go to https://www.fbo.gov/ under
Vendor/Citizens click the Password Reminder link; enter your old FedTeDS
Username/User ID. Click go and an email will be sent with instructions
on how to reset your password.
2. Once you get the password reset email, you need to go to https://www.fbo.gov/
and enter in your login and password on the
"Vendor" side.
3. You'll get a message similar to the following:
"Your account has been found but requires
a verification step before activation. An email has been sent
to the account's email address. Please follow the instructions in the
email to activate your account."
4. Click on the link in the new message to be passed to the "Accept
Terms" screen and then the update password
screen. You can then reset your password to what you had before.

at https://www.fbo.gov and ASFI
at https://acquisition.army.mil.
Vendors can search and review opportunities for agency/all offices without
logging onto the system. To search for the Little Rock District solicitations
on FBO, input W9127S under quick search and click go. Any secured, but
unclassified, documents that may be attached to an opportunity will
require that the user be logged into the system and that the user have
a validated account.
To
register for a vendor account in FBO, you will need first a Data Universal
Numbering System (DUNS) number. Please contact http://www.ccr.gov
for more information. Once you are CCR registered and have your DUNS
number, go to https://www.fbo.gov
and click on the “Register Now” navigation and enter your
registration data. When you complete your registration, click submit.
You will receive an email after submitting your registration which allows
you to confirm the validity of your identity/email.
To
review sensitive, but unclassified documents, you are required to have
a valid Marketing Partner Identification Number (MPIN) entered in the
system. The MPIN is your unique CCR vendor id and only the company point
of contact has access to the MPIN.

ECBMS
(Replacement for the EBS/ECS) How to Navigate
In conjunction with ASFI and FBO you can also go to Contracting with
the Corps home page https://ebs.swf.usace.army.mil/.
Click on “Advertised Solicitations.” This will take you
to a page that contains essentially the same information that the old
EBS/ECS system contained. Select SWL for Little Rock District from the
drop down. Click on “List Advertised Solicitations.” Click
on a Solicitation number to see its detail. If there is a plan holders
list, click on “View the List of Interested Contractors.”
To download solicitations, return to the “View Solicitations”
page and click on the link located at the bottom of the page. For Bid
Results and Award Results, click on the menu located at the top of the
page. ECBMS is an alternate site for solicitation postings. Updated
solicitation postings for the Little Rock District may or may not be
found on the ECBMS site. For all updated and present solicitation postings
always search ASFI or FBO.

Contracts Team
The Civil Works Construction Team procures a variety of construction
for Civil Works projects in support on Navigation, Dam Safety, Flood
Control, Hydropower, Environment, and Natural Resources Management.
Types of Acquisitions include building new structures, rehabilitation
of existing structures, dredging, bank stabilization, and road maintenance.
Our customers are various federal, state, county, and city agencies.
Completion of the “Construction Quality Management for Contractors”
is mandatory for contracts above $1,000,000 and discretionary for some
complex contracts below $1,000,000. The next Construction Quality Management
class will be held in the Little Rock Corps of Engineers District Office
on Wednesday July 2, 2008. The District Office is located at 700 W.
Capitol Ave (Federal Building) in Little Rock, Arkansas. The class will
be held on the 7th floor in the District Engineer’s Conference
room (no. 7208) and will begin at 7:30 a.m. and end approximately at
4:30 p.m. Each student is required to contact Rob Hileman at AGC and
order a student handbook. The cost of the handbook is $30 and is a requirement
for the course. Mr. Hileman’s phone number is (501) 375-4436.

Military
and Civil Construction Team
The Military Construction Team procures a variety of construction
projects for military installations in support of their missions. Our
customers in the District are located at Pine Bluff Arsenal, Little
Rock Air Force Base, Camp Robinson, and Fort Chaffee. The Team supports
several types of acquisitions including new construction, renovation
and demolition for our customers. Military construction projects are

. The acquisition solicitation documents, amendments and specifications
are also available on the Little Rock Federal Business Opportunities
website. Plans for solicitations are available to view and download
on FBO.
Supplies
and Services Contracts Team
Our team procures a myriad of supplies and services for various
Federal, State, county, and city agencies. We support civil works projects
for Navigation, Dam Safety, Flood Control, Hydropower, Environment,
Planning, and Natural Resources Management. These acquisitions range
from janitorial services to multi-million dollar rehabilitation of hydropower
plants-and everything in between. We also support Military Projects
for Little Rock Air Force Base and Pine Bluff Arsenal. When emergencies
arise, we contract for work needed by the Federal Emergency Management
Agency (FEMA).
Procurement
Team
The
procurement team purchases supplies and services up to $100,000 (including
professional/non-Architect-Engineer and construction/Hazardous Toxic
Remedial Waste Requirements) in support of federal, state, county, and
city agencies. The team also manages the Government IMPAC (VISA) program
as the Dispute Office Contact and approving official to ensure authorized
cardholders within the district are properly trained and instructed
in applicable regulations.
Purchase
Cards
Acquisitions valued at $2500 or less do not require competition and
are classified as micropurchase requirements. These requirements are
generally purchased using the government credit card (also known as
the IMPAC Card). If you can accept a purchase card, please let the purchase
cardholders know. Mandatory source requirements apply.

Announcements
Procurements
of $25,000 or less which are not publicized via FACNET are announced
on the public bulletin board of the procuring contracting office for
at least 10 days.

business concerns are a very vital part of our acquisition process.
Little Rock District fully supports the national policy of providing
small and small disadvantaged businesses the opportunity to provide
supplies, design, construction, and support services as prime and subcontractors
in contracts awarded.

assists the government by providing additional sources developed through
many programs and contacts with small and small disadvantaged concerns.
The SBA, as part of their active outreach effort, has developed the
Procurement Marketing and Access Network (Pro-Net) System. Pro-Net is
an electronic gateway of procurement information for and about small

Subcontracting
Large business
contractors and subcontractors receiving contracts valued over $500,000
($1,000,000 for construction) are required to develop subcontracting
plans and goals designed to maximize the participation of small and
small disadvantaged business concerns as subcontractors. Compliance
includes periodic reviews of contractors and semi-annual subcontracting
reporting (SF 294 and SF 295).
