Mission and Functions
Mission
The Office of Headquarters Security implements a comprehensive protection program to protect
DOE Headquarters facilities, personnel, property, sensitive information, and classified
materials from dissident, terrorist, foreign intelligence, criminal, and insider threats.
Functions
- Provides executive direction and oversight to all Headquarters Security Operations including physical protection and technical security, information security, Operation Security (OPSEC) and Technical Surveillance Countermeasures (TSCM).
- Provides support, assistance and advice to the Director of Security Operations regarding Headquarters Security Operations.
- Directs investigations of alleged or suspected violations directed against Headquarters assets that could possibly impact the general safety, welfare or national security of the United States, personnel, the compromise or potential compromise of classified and unclassified sensitive information, and alleged or suspected violations of the Atomic Energy Act, Federal laws, national security policies and Executive Orders.
- Assists in developing, conducting, and participating in emergency response exercises at Headquarters facilities.
- Conducts biennial reviews of vulnerability assessments at FORS and GTN facilities to determine needed security upgrades, establish priorities for funding, program emphasis, and reallocation of personnel as required.
- Manages the Headquarters Security Officer (HSO) program ensuring that Headquarters Program Elements comply with security requirements contained in the Headquarters Facilities Master Security Plan (HQFMSP).
- Develops and maintains the HQFMSP that provides DOE security policy implementation guidance for Headquarters personnel.
- Reviews current information on the threat to DOE Headquarters facilities, personnel, information and property and prepares an annual local threat statement.
- Reviews reports of security incidents and security infractions at Headquarters to identify problem areas and initiate remedial actions.
- Serves as a liaison with the Office of Management (MA) and other Headquarters programs on Headquarters security issues.
- Serves as part of the Headquarters Incident Command Team during Headquarters emergencies.
- Serves as liaison with Federal and local law enforcement agencies on regional security issues affecting DOE Headquarters facilities.
- Ensures building security management via access control and badge systems. Coordinates operational aspects with emerging HSPD-12 / FIPS 201 requirements and integrates with the Office of the Chief Information Officer's (OCIO) plans for future systems.
- Manages the Headquarters physical security systems and monitors their operation through the Central Alarm Station (CAS). Disseminates operational information needed.
- Interacts with all levels of Departmental employees and guests, including domestic and foreign dignitaries.
- Provides Federal management, direction and oversight to the Headquarters Protective Force that support facilities within the National Capital Region.
- Manages the Classified Matter Protection and Control (CMPC) Program at DOE Headquarters.
- Manages the DOE Headquarters Foreign Ownership, Control or Influence (FOCI) Program.
- Manages Headquarters Facility Clearance and Approval Program (FC/A) including the registration of DOE Headquarters Security activities in the Safeguards and Security Information Management System (SSIMS).
- Represents DOE at Interagency Advisory Group (IAG) meetings.
- Manages the DOE Headquarters Security Awareness Program.
- Manages the DOE Headquarters Safeguards and Security Survey Program.
- Manages the DOE Headquarters Technical Surveillance Countermeasures (TSCM) Program.
- Manages the DOE Headquarters Operation Security (OPSEC) Program.
- Manages the DOE Headquarters Safeguards and Security Deviation Program.
- Supports the Office of Health, Safety and Security Headquarters facility safety programs, including developing and maintaining the HSS Occupant Emergency Plan, coordinating HSS warden and monitor activities, and the HSS Federal Employee Occupational Safety and Health (FEOSH) program.
- Manages and staffs the Mission Support Operations Center to provide vital communications for use by senior management during exercises and emergencies.
- Provides Continuity of Operations (COOP) support through the Mission Support Operations Center (MSOC).
