The Directorate of Human Resources for The U.S. Army Corps of Engineers (USACE) is an agency of the Department of the Army located in Washington, DC.  We exercise headquarters command policy guidance and staff supervision on USACE military and civilian personnel programs.

We provide policy and guidance to USACE Major Subordinate Commands (MSC) and provide USACE guidance to Department of Army Civilian Personnel Advisory Centers (CPACs). MSCs are comprised of 9 Divisions, 45 Districts, 3 centers, and 7 laboratories. We are responsible for the operational effectiveness of the CPACs to include establishing and maintaining standards and measurements, total quality management employee development & training organizational developments and workforce utilization.
