Thomas A. Holden Jr.
Deputy District Engineer for Project Management
Tom Holden started as the New Orleans District’s Deputy District Engineer for Project Management (DDPM) and Chief, Planning, Programs and Project Management Division on 17 March 2008. He has over 33 years of performance-oriented leadership and management experience including 3-years in the private sector a large part of it with URS Corporation and 30 years in the US Army Corps of Engineers.
His most recent assignment was in Pittsburgh District, where he was responsible for Engineering, Construction and Real Estate. He had responsibilities for $750 million Lower Mon Project and $165 million Emsworth Emergency Dam Safety Rehabilitation Project while working in the private sector. Tom developed the Project Management Plan in a $231 million Flue Gas Desulphurization project including procedures for preparation and submission of Design Change Notices, calculation format, and management and control of drawings to meet client standards. Tom implemented ISO 9000 compliant standards to evaluate project design, construction, start-up and commissioning, and closeout. He was responsible for a vendor surveillance and inspection program for 30 separate equipment procurements providing in-plant oversight.
Throughout his 27 years as an officer in the US Army Corps of Engineers, Tom served at various levels of responsibility. In 2002, Tom culminated his career as the Deputy Commander in MVD. Previously, Tom served as the Little Rock district engineer responsible for a $185 million annual program. This included annual construction placement of nearly $100 million on the $246 million Montgomery Point Lock and Dam, the $60 million auxiliary spillway at Table Rock Lake, and military construction for the US Air Force C-130 pilot/aircrew training installation.
Prior to graduating from the Army War College in 1998, Tom served on the Army Staff and was responsible for Pollution Prevention Program in energy and water conservation, and Toxic Release Inventory reporting. He consolidated Army-wide installation successes into an $18 million capitalization program with MACOMs saving $26 million in future costs.
In his most recent troop unit, Tom was the engineer battalion commander, 25th Inf Div. During deployment to Haiti as the force engineer, Tom exercised all the mission responsibilities necessary to support operations and subsequently transitioned the engineer mission to a US led UN force in 1995. At DIA, Tom was a lead vulnerability engineer during Gulf War and developed targeting solutions for strategic hardened targets. He deployed to theater, conducted forensic analyses, and co-authored a classified targeting document used during the Balkan Campaign.
Tom is a West Point graduate and has 2 graduate civil engineering degrees from MIT. He is a registered PE in VA and LA. He and his wife, Diane, have 3 children.
Tom’s interests include fishing, hunting, and golfing. He is a member of the Army Engineer Association and the Society of American Military Engineers.
