School-home-community partnerships have been established in all Pacific districts and schools. The emphasis on partnerships has been ongoing since 199495 school year, through the five tier framework for partnerships. These tiers focused on a pyramid of partnerships to include a greater participation of parents in the formal education of their children.

in Department of Defense Dependents Schools (DoDDS)
Pacific have reached beyond the school community to
include businesses. The
20012006 Department of Defense Education Activity
(DoDEA) Community
Strategic Plan (CSP) calls for a network of partnerships
and alliances: Goal 4, Outcome A states: All
levels of the organization will develop, promote,
and maintain a network of meaningful partnerships
and alliances to enhance social, emotional, and academic
growth and to maximize resources. Partnerships
are formed at every level of the organization. DoDDS
