Welcome to the Baltimore District Wetlands/Permits Page. This page contains information regarding our Regulatory Field Offices and point of contact for permit activities within this office’s boundaries.

The Baltimore District, Regulatory Branch, administers the regulatory program under Section 404 of the Clean Water Act and Section 10 of the Rivers and Harbors Act for the State of Maryland, the Susquehanna River Basin within the Commonwealth of Pennsylvania and the District of Columbia.

A valuable time, money, and manpower saving aid has been the State Program General Permit (SPGP), which Baltimore District developed in cooperation with both the State of Maryland (MDSPGP) and the Commonwealth of Pennsylvania (PASPGP). The Maryland State Program General Permit was one of the First State Program General Permits issued in the country.
