Answer: Afghanistan’s debt of approximately $108 million is owed to two U.S. government agencies, the U.S. Agency for International Development (USAID) and the U.S. Department of Agriculture (USDA). USAID is owed about $81 million and USDA about $27 million. The USAID loans are from the 1950s, 1960s and 1970s and were mostly for agricultural projects. The USDA loans were for agricultural commodities under the Public Law 480 Program ("PL-480"), also known as the "Food for Peace" program. 2006/157
