The Project Program Branch manages the traditional water resources development appropriations of the Civil Works Program, namely:

  • Investigations
  • Construction
  • Operation and Maintenance
  • Mississippi River and Tributaries appropriations

In conjunction, the Team oversees the funding of activities from the Maintenance and Operation of Dams appropriation and the Inland Waterway Trust Fund Harbor Maintenance Trust Fund.

Responsibilities of the Team include the following:

  • Develop appropriation-specific guidance, investment plans, and justification materials for annual budgets.
  • Provide appropriation-specific support to testifying officers and in budget defense.
  • Develop cross-cutting guidance for management of Civil Works funds during Continuing Resolution Acts and upon receipt of annual appropriations.
  • Manage the flow of regularly appropriations and supplemental appropriations to water resources development studies, projects, and related activities.
  • Coordinate appropriation-specific responses by Headquarters to funding shortfalls, emergencies, and related funding challenges.
  • Monitor execution performance in the field and recommend corrective measures as needed.
  • Report to senior leaders, Administration officials, and Congressional Committees on Civil Works Program execution.
