Advisory Councils

On April 30, 2004, the Advisory Council on Dependents Education (ACDE) met in Tokyo, Japan. The meeting was chaired by the Honorable Charles S. Abell, Principal Deputy Under Secretary of Defense (Personnel and Readiness). Dr. Joseph Tafoya, DoDEA Director, serves as Secretary to the ACDE.

Prior to the ACDE meeting, teams of Council members visit a number of dependents schools in the Pacific. For School Year 2003-2004, schools visited included:

The ACDE recommends to the Principal Under Secretary of Defense and the DoDEA Director programs and practices that ensure a quality educational system. Members include representatives of education institutions and agencies, professional employee organizations, parents of DoDDS students, and one DoDDS student and are appointed by representatives of the Secretary of Defense and the Secretary of Education.

At its meeting, the ACDE team members provide an out-briefing to the Council related to each school visit. The out-briefing consists of findings and recommended next steps.


The Council visits DoD dependents schools in conjunction with the North Central Association Commission on Accreditation and School Improvement (NCA CASI) accreditation visits. The NCA CASI Assistant Executive Director provided a summary report of its findings at the ACDE meeting.
