It is Baltimore District's policy to promote maximum competition in our procurements, acquire material and services that fully satisfy qualitative requirements, at a fair and reasonable price, with mutual benefit to the District as well as to the small, women owned and disadvantaged business sector of our nation. The District also supports the Javits-Wagner-O'Day (JWOD) program, the Federal Prison Industries (UNICOR) and other socio-economic program initiatives.

DoD Central Contractor Registration (CCR)

In 1996, the Department of Defense implemented the capability for contractors to register in the CCR. The DoD has determined the CCR acquisition reform initiative will assist the department in complying with recent legislation. CCR is the single DoD registration for contractors who conduct business or who are interested in conducting business with the Department of Defense. Central Contractor Registration allows Federal Government contractors to provide basic information on business capabilities and financial information one time to the government.

DoD requires contractors to register in the Federal CCR in order to obtain future solicitation awards, or payments, for goods or services provided to the DoD. For information on "Free" registration contact:

Small Business Guide available from the IRS

The Internal Revenue Service has produced the "Small Business Resource Guide - 2004," intended to be a one-stop source of easy to access federal tax and other regulatory information as well as other information important to small business entrepreneurs. The guide contains business tax forms, instructions, and publications needed by small business owners. In addition, the guide provides an abundance of other helpful information, such as how to prepare a business plan, finding financing for your business, and much more. http://www.missouribusiness.net/irs/index.asp

Steps to take in doing business with the Baltimore District

1. Call, write or e-mail the Small and Disadvantaged Business office at the Baltimore District.

2. Appointments are required.

3. Be prepared to provide an electronic capability statement or discuss your capabilities, interests and capacities with the Deputy for Small Business.

4. Bring a copy of your company's brochure, flyer, line card, and business card.

5. Maintain contact with the Deputy for Small Business.

6. Be alert to announcements of Business Opportunity conferences, trade fairs, industrial shows and other federally attended or sponsored industrial liaison meetings in your area. Make it a point to participate whenever possible.
