Contracting Division

Walla Walla District Contracting Division offers a full service contracting shop specializing in the advertisement, award and administration of major supply, construction, architectural-engineer and service contracts as well as in simplified acquisition procedures for procurements under $100,000.  In fiscal year 2002, we obligated nearly $60,000,000 in civil works contractual actions to private contractors in the Pacific Northwest and across the nation.

Our mission consists of providing contracting support for navigation, flood control, design, construction, operation and maintenance at public works facilities within the District's boundaries. The District consists of approximately 107,000 square miles in the states of Washington, Oregon, Idaho and Wyoming and includes six major hydroelectric projects and two additional flood control dams. Five of these dams also include navigation locks allowing for major water transportation as far inland as Lewiston, Idaho. The Ice Harbor Downstream Navigation Lock Replacement contract, recently completed, is among the first in major operation and maintenance rehabilitation contracts anticipated for these aging projects. This office supports the juvenile fish transportation program by contracting for the supply and maintenance of specially equipped barges and tank trucks to carry migrating salmon and steelhead fingerling around the dams on their way down the Snake and Columbia Rivers. Additional effort to increase fish survivability includes innovative contracting support to place timely contracts for prototype traveling fish screens, fish guidance curtains, surface collectors, removable spillway weirs, etc., all on the cutting edge of the technology.

The Walla Walla District Contracting Division is responsible for a healthy "work-for-others" program at multiple locations utilizing our expertise in high dollar value cost reimbursement construction, architect-engineering design and cost estimating contracts for hazardous, toxic waste remediation. Current successful "work-for-others" includes cost engineering services for Missouri River Division, Huntington, Savannah River and Charleston Districts of the Corps of Engineers.  Over the next few years, Contracting Division will provide contract support for an estimated $60 million in reconstruction of the McNary Dam turbines and associated McNary modernization efforts.  We continue to provide contracting support in Afghanistan, Iran and Kuwait. 

Walla Walla District's contracting support to unanticipated natural disaster relief cannot be overlooked. Individuals from this office have participated cleanup efforts following Teton Dam failure, Oakley Dam, Hurricane Andrew, Loma Prieta Earthquake, the World Trade Center Cleanup, Hurricane Lili, Typhoon Pongsona (Guam) and regional flooding events in Washington, Idaho and Oregon.

Our contracting division operates in a "cradle-to-grave" environment where contract specialists personally award and administer the contracts they advertise. We are progressive in the use of informal source selection contracts that regularly employ option years and indefinite delivery types. Contracts that are not fully and openly competed are severely scrutinized and used only in the event of a verified sole source or extreme emergency. Our mission includes support to our Small Business Program assuring that mandated contract award goals for small, women-owned, HubZone, veteran-owned and disadvantaged businesses are accomplished.
