Defense Procurement, Acquisition Policy, and Strategic Sourcing (DPAP)

The Office of Defense Procurement, Acquisition Policy, and Strategic Sourcing (DPAP) is responsible for all acquisition and procurement policy matters in the Department of Defense. The Director of DPAP serves as principal advisor to the Deputy Under Secretary of Defense for Acquisition and Technology and the Defense Acquisition Board on acquisition/procurement strategies for all major weapon systems programs, major automated information systems programs, services acquisitions, and Strategic Sourcing.

Mission & Roles

DPAP's mission is to enable the Service Components and other Defense agencies to effectively deliver equipment and services that meet the needs of the warfighter through innovative policy, guidance, and oversight while being good stewards of the taxpayers' money.

DPAP's roles and responsibilities include:

  • Managing the Defense Federal Acquisition Regulation Supplement (DFARS) and DoD 5000 acquisition policy
  • Developing Contracting Policy for the Department of Defense (DoD)
  • Implementing Strategic Sourcing for the Department of Defense, and chairs its Strategic Sourcing Director's Board (SSDB)
  • Providing Major Program Acquisition review
  • Acting as DoD Competition Advocate
  • Implementing Acquisition Policy for DoD E-Biz Programs
  • Serving as Functional Leader for the Contracting Workforce
  • Providing International Contracting policy
