Overview

The CMS Integrated IT Investment & System Life Cycle Framework is a comprehensive set of policies, processes, procedures, deliverables, reviews, resources, and standards that depict CMS' goals and provide guidance for information technology (IT) investment and system life cycle management.  The Framework provides a foundation and supporting structure designed to aid in the successful planning, engineering, implementation, maintenance, management, and governance of CMS IT investments and system life cycle projects.

The Framework covers the entire life cycle of an IT investment, which is the period of time that begins when an IT investment is first conceived and ends when the investment no longer exists. In most cases, an IT investment is equivalent to an IT project.  However, in some cases, an IT investment may be comprised of multiple IT projects.  

While there are various types of IT investments and IT-related projects that exist at CMS, this Framework is designed primarily to address IT investments/projects associated with automated systems. However, many aspects of the Framework can be applied or tailored to meet the needs of virtually any IT investment/project.

CMS established the initial version of the Framework in October 2004.  In November 2006, CMS began updating and refining its Framework to better serve current and future needs of the Agency and to align with the Enterprise Performance Life Cycle (EPLC) being established by the Department of Health and Human Services (HHS).  Detailed information regarding key Framework elements are provided via the downloads and links listed below and via the additional web pages available from the left-side menu.  For example, information security program activities and deliverables are integrated within the Framework.  Additional detailed information regarding information security policies, procedures, and standards can be found via the "Related Links Inside CMS" listed below.

Some elements of the Framework are more defined and established than others, and some are in the process of being redefined.  Over time, CMS will be updating, refining, and expanding the Framework information that is available via this section.  New and/or revised policies, processes, procedures, standards, and detailed guidance (including templates and checklists) associated with deliverables and reviews will be modified or added as downloads when they become available.

The information provided in this section is primarily intended to serve the needs of IT contractors who are developing and/or maintaining automated systems for CMS.

The "Framework Overview - Graphical Version" download provides a high-level graphical and textual description of the revised Framework that is currently being developed in conjunction with the HHS EPLC.  A corresponding textual version of the download is also provided, which is fully accessible.  In addition, a download titled "Selecting a Development Approach," provides guidance for choosing an appropriate system development methodology.  Another download provides answers to some "Frequently Asked Questions".

A current draft version of the new "CMS Testing Framework Overview" is also available below as a download.  This document has been vetted by the ESD Deliverables Workgroup and CMS Office of Information Services subject matter experts.  A final version of this document will be published when all of the comments received from the vetting process have been properly dispositioned.
