GENTEXT/REMARKS/1.  THIS MARADMIN ANNOUNCES THE FY10 ENLISTED RETENTION SURVEY.  THE PURPOSE OF THIS SURVEY IS TO ALLOW FIRST-TERM AND SUBSEQUENT-TERM MARINES THE OPPORTUNITY TO COMMUNICATE TO SENIOR LEADERS WHAT FACTORS AND INCENTIVES HAVE THE GREATEST INFLUENCE ON RETENTION, AND HOW SATISFIED OR DISSATISFIED THEY ARE WITH CERTAIN ASPECTS OF THE MARINE CORPS AND THE MILITARY WAY OF LIFE.  AS A FIRST OR SUBSEQUENT TERM MARINE WHO HAS AN END OF ACTIVE SERVICE (EAS) DURING FY10, THIS IS YOUR OPPORTUNITY TO PROVIDE VALUABLE FEEDBACK TO YOUR SENIOR LEADERS REGARDING THE IMPORTANT FACTORS THAT INFLUENCE YOUR CAREER DECISIONS AND WHAT YOU WOULD LIKE TO SEE THE MARINE CORPS IMPROVE.
2.  TARGET POPULATION.  ACTIVE DUTY ENLISTED MARINES, IN REENTLISTMENT ZONES A THROUGH C, WHO HAVE AN EAS BETWEEN 1 OCT 2009 AND 30 SEP 2010 ARE TO BE AFFORDED THE OPPORTUNITY TO COMPLETE THIS SURVEY.  THIS INCLUDES BOTH FIRST-TERM AND SUBSEQUENT-TERM MARINES.
3.  METHODOLOGY.  UNITS THAT HAVE ACCESS TO THE INTERNET CAN DIRECT MARINES TO THE FY10 ENLISTED RETENTION SURVEY LOCATED ON THE MANPOWER & RESERVE AFFAIRS WEB SITE.  THE SURVEY IS LOCATED AT THIS WEB ADDRESS: HTTPS: (SLASH SLASH) WWW.MANPOWER.USMC.MIL(SLASH)ERS.  MARINES CAN ALSO FOLLOW THE LINK THAT IS LOCATED ON THE MANPOWER & RESERVE AFFAIRS HOMEPAGE TO THE SURVEY (WWW.MANPOWER.USMC.MIL).  UNITS THAT DO NOT HAVE ACCESS TO THE INTERNET CAN OBTAIN ACCESS TO THE SURVEY IN HARD COPY BY CONTACTING THE POC NAMED ABOVE.
4.  CAREER RETENTION SPECIALISTS ARE DIRECTED TO ENCOURAGE ALL ZONE A THROUGH C MARINES IN THEIR UNIT WHO HAVE AN EAS BETWEEN 1 OCT 2009 AND 30 SEP 2010 TO TAKE THIS SURVEY NLT 31 MAR 2009.  WHILE THIS SURVEY IS VOLUNTARY, IT IS IMPORTANT THAT AS MANY MARINES AS POSSIBLE TAKE THE SURVEY.  THIS WILL ENSURE THAT SENIOR LEADERS RECEIVE THE BEST POSSIBLE UNDERSTANDING OF WHAT FACTORS MOST INFLUENCE REENLISTMENT BEHAVIOR AND WHAT RETENTION INCENTIVES ARE MOST EFFECTIVE IN ENCOURAGING MARINES TO REENLIST.  THIS WILL ALSO PROVIDE SENIOR LEADERS WITH A MORE COMPREHENSIVE EVALUATION OF ENLISTED ATTITUDES TOWARDS MARINE CORPS SERVICE ACROSS ALL TARGETED REENLISTMENT ZONES.
5.  UNIT COMMANDERS.  YOUR ENDORSEMENT AND SUPPORT ARE CRITICAL TO THE SUCCESS OF THIS SURVEY.  IT IS IMPORTANT TO ALLOW MARINES THE OPPORTUNITY TO PARTICIPATE IN THIS SURVEY BECAUSE THE RESULTS WILL BE USED TO DESIGN RETENTION INCENTIVES THAT WILL DIRECTLY ASSIST YOU IN ACHIEVING YOUR REENLISTMENT MISSION.
6.  DATA COLLECTION PERIOD.  THE SURVEY IS OPEN TO ALL ACTIVE DUTY MARINES, IN REENLISTMENT ZONES A THROUGH C, WHO HAVE AN EAS BETWEEN 1 OCT 2009 AND 30 SEP 2010, BUT TIME WILL BE LIMITED.  THE SURVEY WILL RUN FROM 19 JAN 2009 THROUGH 31 MAR 2009.
7.  THIS BULLETIN IS NOT APPLICABLE TO THE MARINE CORPS RESERVE.
8.  THIS BULLETIN IS CANCELLED 1 APR 2009.
